Carlos Santiso has devoted his career to improving lives through better governance and digital innovation, with extensive experience in public governance and development finance. He has worked in over 40+ countries in the Americas, Africa, and Europe. Carlos currently heads the Division on Digital, Innovative and Open Government at the OECD. He also is member of the advisory committee on public governance of the United Nations and the World Economic Forum on digital transformation and anticorruption. He previously managed the governance practices of the Development Bank of Latin America, the Inter-American Development Bank, and the African Development Bank, recasting and resetting their strategic directions and operational focus. He also worked in government in Britain’s international development ministry and the office of the French Prime Minister. He holds a PhD in political economy from Johns Hopkins University and master’s degrees in public policy from Columbia University and the Institut d’Etudes Politiques of Paris.

Miguel A. Porrúa is the Coordinator of the Data and Digital Government Cluster at the IFD/ICS Unit of the Inter-American Development Bank. Prior to this position, Miguel was a senior e-Government Specialist at the Organization of American States (OAS) where he managed the Organization´s e-Government portfolio. Previously Miguel was the Director of Government Relations for Latin America at the electronic government company govWorks, based in New York, where he oversaw various electronic government projects in the region. Prior to his arrival in the US, Miguel lived in Montevideo (Uruguay) where he managed projects related to the modernization of the public sector for the Spanish government (Spanish Agency for International Cooperation and Development, AECID) and the United Nations (UNDP).

Natalia works on bringing startup innovation to the public sector. She is currently in charge of the GovTech agenda and co-leads Source of Innovation, an alliance that promotes innovation in the water and sanitation sector. She has considerable experience working with governments, NGOs, and the private sector to plan and carry out initiatives across Latin America and the Caribbean.
In her prior positions, Natalia concentrated on cluster and value chain development, as well as small business development through public-private partnerships.
She has been establishing cross-sector alliances and creating new strategies to effectively accomplish development goals for more than 15 years.
Natalia completed postgraduate studies in economics and urbanism in Argentina and Spain after earning a degree in economics from the University of Buenos Aires.

Marina joined the European Commission in 1991 as Innovation Officer for Digital Policies addressing societal needs. She is currently serving in the Digital Economy Unit of the Joint Research Centre in the area of Digital Transformation of Public Governance, focusing on the socio-economic impact of emerging technologies in support to the development of Innovative Public Services addressing citizens and businesses.

Ana Rita Pereira is an experienced business leader with over 25 years of expertise in consulting, technology, sales, and management, recognized for driving growth and innovation across diverse industries. Ana Rita currently leads Microsoft’s Public Sector Industries for Europe, the Middle East, and Africa, covering 128 countries.

Previously, Ana Rita held senior roles at Microsoft, including leading the Education Business across EMEA, overseeing Government & Healthcare for Western Europe, and serving as Executive Director and Board Member of the Public Sector Operating Group in Portugal. Her career also includes successful tenures at Accenture and Ernst & Young in Portugal, Angola, and Mozambique, where she honed her skills in business strategy, planning, value-based selling, and people management.

Ana Rita holds a Master’s degree in International Studies from the University of Lisbon and has completed executive programs at AESE Business School and the Portuguese Catholic University. Passionate about community impact, she serves as Vice President for Corporate Partnerships at PWN Lisbon and volunteers as a mentor with Junior Achievement Portugal, Girls in Tech, and Banco Alimentar Contra a Fome.
