Who Controls Your Identity in a Digital World?

At GovTech 4 Impact World Congress, leaders from government, international organizations, and digital identity programs around the world explored a question that is becoming increasingly urgent: how do we build digital identity systems that citizens trust, understand, and actually want to use? 

For years, digital identity has been discussed largely through the lens of technology. 

Digital wallets. Credentials. Verification frameworks. Interoperability standards. 

Yet one of the strongest messages to emerge from the Main Stage discussion was that the future of digital identity will be determined less by technology itself and more by the experience it creates for citizens. 

As moderator Catherine Nikolovski, Executive Director of the Civic Software Foundation, reminded the audience, every discussion about digital identity ultimately comes back to people. Citizens do not judge systems by the sophistication of the technology behind them. They judge them by whether they are useful, trustworthy, and empowering. 

In that sense, digital identity is not simply a digital transformation challenge. It is a trust challenge. 

Reframing the Conversation 

According to Alexander IosadDirector of Government Innovation Policy at the Tony Blair Institute for Global Change, one of the biggest obstacles facing digital identity initiatives is the way they are communicated. 

Public opinion on digital ID can shift dramatically depending on the narrative surrounding it. Technical terminology often creates confusion and suspicion, while a human-centered explanation tends to resonate far more effectively. 

At its core, Iosad argued, digital identity is remarkably simple: it enables people to prove who they are, verify specific information about themselves, and access services based on that proof. 

That distinction matters. 

When citizens see digital identity as a tool that simplifies access to healthcare, education, banking, or government services, adoption becomes easier. When it is presented primarily as a technical or regulatory exercise, resistance often follows. 

Iosad also positioned digital identity as foundational public infrastructure, comparable to roads or electricity. In a future where AI agents increasingly interact with services on behalf of citizens, governments will need reliable mechanisms to verify identity, authority, and consent. Digital identity may soon become critical not only for convenience, but for the effective governance of AI-enabled services.

Putting Citizens in Control 

A major theme throughout the discussion was the growing shift toward citizen-centric identity models. 

Désirée HeutschiMember of the Cabinet of Executive Vice-President Henna Virkkunen at the European Commission, shared insights into the evolution of eIDAS 2.0 and the forthcoming European Digital Identity Wallet. 

The vision is a significant departure from traditional approaches to identity management. Rather than repeatedly sharing personal information across multiple services, citizens will be able to store verified credentials in a secure digital wallet and disclose only the information required for a specific transaction. 

Need to prove you are over a certain age? The service should receive confirmation of eligibility without accessing your date of birth. 

Need to verify a qualification or license? Only the relevant credential must be shared. 

The principle is simple: maximum privacy with minimum disclosure. 

Importantly, Heutschi emphasised that governments remain the issuers and custodians of the underlying data, while technology providers deliver the supporting infrastructure. As digital identity ecosystems expand, that distinction becomes increasingly important for accountability, trust, and digital sovereignty.

Inclusion Must Come First 

While much of the conversation focused on innovation, Pramod Varma, Co-Founder & Chief Architect, Networks For Humanity; Co-Creator, FINTERNET & BECKN; Co-Chair of CDPI India, offered a powerful reminder that digital identity is ultimately about inclusion. 

Reflecting on India’s experience, Varma argued that the country’s digital identity journey was never primarily about creating identities. It was about enabling participation. 

For millions of people, the challenge was not knowing who they were. It was lacking an accepted way to prove it. 

By providing trusted mechanisms for verification, digital identity became a gateway to financial services, welfare systems, employment, and broader economic participation. 

Perhaps most importantly, India’s approach recognized that citizens have different needs and levels of digital access. While smartphone-based services are important, they cannot be the only option. 

From biometric authentication to secure QR codes and assisted services, the system was designed to accommodate diverse user groups and circumstances. 

The lesson for governments was clear: digital identity must be inclusive by design. Solutions created only for digitally confident users risk excluding exactly the populations that could benefit most. 

Sovereignty Requires Sustainability 

The discussion also highlighted a challenge that extends well beyond digital identity itself. 

According to Jana KrimpeFounder and CEO of B.EST Solutions; TOP100 Influencers in Digital Identity worldwide, many countries have launched ambitious digital programs through international funding initiatives, only to struggle once that initial support ends. 

The issue is not implementation. It is sustainability. 

Without local expertise, institutional ownership, and long-term investment, even successful projects can become difficult to maintain and evolve. 

Krimpe argued that sovereignty should be viewed in practical rather than purely political terms. Sustainable digital identity systems require strong local capabilities, transparent governance models, and infrastructure that countries can manage independently over time. 

She also stressed the importance of transparency in building trust. Citizens are more likely to embrace digital identity systems when they can understand how their data is being used, monitor access, grant consent, and revoke permissions when necessary. 

Trust grows when people can see what is happening. 

Building Digital Public Infrastructure for Everyone 

Offering a global perspective, Alex Wong, Senior Director at the International Telecommunication Union (ITU), highlighted ongoing efforts to establish international frameworks around digital public infrastructure. 

His focus centered on three priorities: interoperability, safety and security, and economic inclusion. 

The conversation served as a timely reminder that while many countries are advancing rapidly in digital transformation, billions of people worldwide remain offline or underserved. 

For digital identity to fulfil its promise, it must support not only more efficient public services but also broader participation in the digital economy. 

The ultimate goal is not simply digitization. It is inclusion. 

Beyond One Identity for Everything 

One of the most interesting moments of the discussion challenged the idea that the future requires a single universal digital identity. 

Instead, speakers described a more flexible ecosystem where individuals hold multiple credentials and use them according to context. 

As Varma noted, buying a banana does not require the same level of verification as applying for financial services or accessing healthcare. 

Similarly, Iosad argued that certain situations will continue to require trusted, state-backed verification, while others may rely on alternative credentials. 

The future of digital identity is therefore unlikely to be built around a single identifier. Rather, it will be based on a diverse ecosystem of trusted credentials that balance privacy, convenience, and security.

Throughout the discussion, one question surfaced repeatedly: who is digital identity ultimately designed to serve? 

The answer cannot be governments alone. 

Successful digital identity systems are not measured by the number of credentials issued or the sophistication of the technology stack behind them. They are measured by whether people can access services more easily, participate more fully in society, and maintain control over their personal information. 

The future of digital identity will undoubtedly be shaped by technology. But its success will depend on something far more human. 

Trust. 

And for governments building the next generation of digital public infrastructure, that may be the most important lesson of all.
